Thực hiện theo kết luận của Chủ tịch Ủy ban Nhân dân Thành phố Hồ Chí Minh tại Thông báo số 1223/TB-VP ngày 18/12/2024, Công ty CII đã phối hợp cùng Công ty TNHH Arup Việt Nam (“Tư Vấn Arup”) để thực hiện nghiên cứu thiết kế ý tưởng theo mô hình TOD tại khu vực Hàng Xanh, TP. Hồ Chí Minh.

Pursuant to the conclusions of the Chairman of the Ho Chi Minh City People’s Committee as set out in Notice No. 1223/TB-VP dated 18 December 2024, CII has coordinated with Arup Vietnam Company Limited (“Arup”) to carry out a conceptual design study in accordance with the Transit-Oriented Development (TOD) model in the Hang Xanh intersection area, Ho Chi Minh City.

Trên cơ sở khung pháp lý hiện hành liên quan đến đầu tư theo phương thức đối tác công tư (PPP), ngày 28 tháng 01 năm 2026, CII đã trình Thành phố Hồ Chí Minh đề xuất cho phép lập Dự án đầu tư xây dựng hạ tầng theo phương thức PPP, loại hợp đồng Xây dựng – Chuyển giao (BT), kết hợp phát triển đô thị theo mô hình TOD tại khu vực ngã tư Hàng Xanh, TP. Hồ Chí Minh (“Dự Án”).

Based on the prevailing legal framework governing investment under the public–private partnership (PPP), on 28 January 2026, CII submitted to Ho Chi Minh City a proposal seeking approval to establish an infrastructure investment project under the PPP model, in the form of a Build–Transfer (BT) contract, combined with urban development in accordance with the TOD model in the Hang Xanh intersection area, Ho Chi Minh City (the “Project”).

Tổng mức đầu tư sơ bộ của Dự Án khoảng 486.622 tỷ đồng, bao gồm các hạng mục chính sau:

The Project has a preliminary total investment of approximately VND 486,622 billion, comprising the following principal components:

1. Đầu tư đồng bộ hệ thống hạ tầng giao thông đa tầng và ứng vốn giải phóng mặt bằng, qua đó giải quyết triệt để vấn đề kẹt xe, ngập nước tại khu vực Hàng Xanh, TP.HCM.

Integrated investment in a multi-level transportation infrastructure system and advance funding for land acquisition and site clearance, thereby comprehensively addressing traffic congestion and flooding issues in the Hang Xanh area, Ho Chi Minh City.

2. Tái thiết đô thị bền vững theo mô hình TOD: lấy giao thông công cộng khối lượng lớn làm trục phát triển, qua đó tối ưu hóa sử dụng đất và nâng cao hiệu quả khai thác không gian đô thị. Dự kiến Dự Án sẽ tạo ra khoảng 7,3 triệu m² sàn xây dựng (căn hộ và văn phòng).

Sustainable urban regeneration under the TOD model, with mass public transit serving as the primary development axis, thereby optimizing land use efficiency and enhancing the effective utilization of urban space. The Project is expected to generate approximately 7.3 million square meters of gross floor area, including residential and office developments.

Sau khi được Thành phố chấp thuận chủ trương, Công ty CII sẽ tiếp tục phối hợp với Tư Vấn Arup và các đơn vị liên quan để hoàn thiện nghiên cứu chuyên sâu theo quy định của pháp luật.

Upon obtaining approval in principle from the City, CII will continue to coordinate with Arup and other relevant parties to complete in-depth studies in accordance with applicable laws and regulations.
